I hare examined the accompanying Ordinance, entitled

An Ordinance to authorize the Appropriation of a Sup-

-plementary Sum of One million eight hundred thousand

two hundred and one Dollars and forty Cents, to defray

the Charges of the Year 1903

and I am of opinion that the Ordinance is one which is not contrary to

the Governor's Instructions.
